Both times are anchored to the revision's creation timestamp. A blank "Accepted by" means the patch hasn't been accepted yet (still open or only had non-acceptance feedback).

Recent changes — what shipped in this component

A "patch" is one landed revision (re-lands counted once); each patch is filed under the one feature area it changed the most. Areas are ordered by number of patches; each shows a generated overview and its full patch list (collapsible). Subjects link to Phabricator where a Differential Revision is available, with the bug number and reviewer tag stripped for readability.
